Scientific Affairs Administration Office

Responsible for the overall management of scientific research, the promotion of results application, the building of sci-tech platforms, the advancement of international cooperation, and the formulation of scientific development strategy within the CAAS Institute of Agricultural Resources and Regional Planning.

1. To organize and undertake the research on the institute's development strategy for science and technology; organize the formulation and promote the execution of medium-term and long-term plans for sci-tech development and annual research goals. To carry out academic activities, conduct academic exchanges and cooperation, and manage daily operation of the office of the institute's academic committee.

2. To take the lead in the organization and implementation of agricultural sci-tech innovation projects; be responsible for daily management of the office of the task execution leading group for the institute's sci-tech innovation projects. To be responsible for the management of national agricultural sci-tech innovation alliance established by the institute. To be accountable for the organization and management of major institute-led national-level sci-tech research tasks.

3. To be responsible for the cultivation and selection of key research projects, the organization, implementation and supervision of the application and acceptance of research projects, and the implementation of special funds for basic research affairs associated with state-level public welfare scientific research institutes.

4. To organize the drafting, negotiation and signing of memorandums and agreements for international cooperation and exchanges; solicit intentions, organize applications and manage research results of international cooperation projects; manage the operation of affiliated international cooperation institutions and platforms; take the lead in the organization of major international conferences and foreign affairs activities. To be responsible for the management and coordination of temporary overseas work for official purposes.

5. To be responsible for the cultivation and management of scientific research achievements, the identification and evaluation of technological achievements, the application, selection, recommendation, coordination and management of various types of state-level and ministerial-level awards and those associated with social institutions.

6. To be responsible for the commercialization of research results, the cultivation and promotion of industrialization-oriented projects, the organization of research results promotion meetings, sci-tech training and the popularization of science and technology in rural areas. To manage budget allocation for sci-tech development projects, and oversee the use and dividend distribution of external research & development funds. To be responsible for the establishment, dissolution and restructuring of institute-run companies, together with their supervision and management, the liaison with equity-participation enterprises, and the handling of contract disputes. To be responsible for the management of industrial alliances, the application, use and administration of intellectual property patents.

7. To be responsible for the suggestion and application of the establishment of key laboratories, major facilities, and other sci-tech platforms, the operation and daily management of state-level major sci-tech research platforms. To undertake the application and management of research and operating funds for field stations (bases), guide the formulation of rules and regulations to ensure efficient operation of each station, and provide services for innovative teams and researchers.

8. To be responsible for the establishment and implementation of specific systems concerning the sharing of large-scale instrument and equipment resources. To render application materials for the approval of imported instruments, conduct the whole-process supervision in the procurement of relevant facilities, and prepare for materials used for tax-free equipment import, customs declaration, annual inspection, and off-site supervision.

9. To be responsible for the operation and maintenance of scientific research management system, the verification of  scientific research performance, the drafting of statistical analysis and the review of scientific research awards. To undertake archive categorization of  research documents, organize the study, formulation and execution of relevant scientific management rules. To be responsible for the construction and sharing of information systems related to scientific management and the application of research results.

10. To be responsible for the supervision, inspection, and guidance of safety production work in all laboratories, field stations (Fertilizer Network), and affiliated companies of the institute.

11. Complete other tasks assigned by higher authorities and institute-level leadership.
